.Net (C# or VB) will be the best language for this, since it's extremely easy to learn, deploy and maintain. .Net also comes with thousands of standard built in helper classes that will make your job easier and cut down on time. The .Net IDE is very productive and easy to use. Java is dificult to learn, manage, etc and will take much longer than doing it in .net, even with skilled developers.

Reply:LAMP - (Linux, Apache, MySQL, PHP or Perl). They're all open source, fairly easy to install and learn. If you get into PHP, there's a TON a cheap or FREE scripts for websites.
