You should start by learning HTML. That is what most web pages are made in. Next, move onto css (for web design). After that, you can move onto scripting. htmlgoodies and w3schools offer great guides on learning html. w3schools also has a tryit editor to practice what you learn.

Learn MS Frontpage to begin with. I also recommend Dreamweaver.

The best way to learn how to design is to study good design.

http://www.coolhomepages.com is a start, but seek out more through books and magazines.

I learned 'good design' by studying good design in books, magazines, and web pages, not my university. I emulated design styles while I learned and then my own style came naturally. Schooling is mainly to learn how to use the programs (illustrator, photoshop, dreamweaver, flash, etc.), but you can do that yourself by getting the programs and checking out forums, e-books, etc.

http://www.sitepoint.com/ is amazing, I use it all the time.

Hard coding is the best way to learn web design, don't use these Frontpage or Dreamweaver programs. They fill your site with spaghetti code... which is hard to read and sort through. When you write it yourself, you learn better. Let's just say professional sites aren't made in Frontpage or Dreamweaver. I hard code every site I make.

So that's my two cents.

Also, when you find a site you like, look at its source (View %26gt; Source on the browser). That can teach you a lot about it.
