PHP, JSP, PERL, Ruby - Linux.
Reason: They are all open source tools, so to maintain the spirit of open source go with Linux.
Note: All these technologies work well on Windows too.
ASP.NET, Cold Fusion - Windows
Reason: ASP.NET is a Microsoft platform so they prefer to have applications developed for it on Windows.
