Good open-source web development environment?

I'm looking for a decent, open-source (read: free) web development environment that will make the development and maintenance of very basic websites easy, kind of like FrontPage (but hopefully standards-based). We're in a 32-bit XP environment.

Does anyone have any suggestions?

Good open-source web development environment?
currently using Microsoft Visual web developer Express and Microsoft Visual C# Express.

Not open-source but free if i read your question right.

Very useful and powerful applications, validator makes it really easy to create simple websites and ensures you don't make mistakes.

Includes CSS validator and lookup, Anyone can use this tool with very basic knowledge of html.
Reply:If you're only using Linux, I will recommend you to use Quanta Plus as your HTML editor, Zend IDE for your PHP coding and if you are using Java I would recommend Eclipse IDE.
